When the people of Nineveh turned to him, the Bible says that God "repented" and turned from his intention to judge them. What does this mean? How can an unchanging God be said to "repent"?

Jonah 3:10
10 When God saw what they did, how they turned from their evil way, God relented of the disaster that he had said he would do to them, and he did not do it. (ESV)
